Creation and Background
The Commission was created by D.C. Law 21-185 in 2016.
The activities which led to the formation of the Commission and its first steps of operation were closely tied to the District’s collaboration with the Rockefeller Foundation’s 100 Resilient Cities initiative. Following preliminary start-up activities between 2017-2018, the Commission conducted its first full year of administrative operations in 2018-2019 which included a first complete year of quarterly meetings as well as the production of the Commission’s First Report to the Mayor and the Council. The Commission is currently working towards the production of its second legislatively mandated report scheduled to be transmitted to the Mayor and Council in 2022.
Commission Meetings
The Commission meets quarterly in an open public session which is advertised in the D.C. Register. A list of upcoming and previous meetings can be found under the Meetings tab of this website. Due to the public health emergency associated with the pandemic, the Commission currently meets virtually. These virtual meetings are accessible to the general public and the Commission welcomes the public’s participation.

Commission Members
The Commission is composed of 16 members, 8 appointed by the Mayor and 8 by the Council. Members are appointed to one of eight designated thematic seats, including energy, emergency preparedness, environmental science, public health, transportation, natural resources, environmental justice, and insurance. The seats on the Commission are fully appointed and filled. Collectively, the Commission represents a brain trust of committed District residents volunteering to serve the mission of the Commission.
